This important memorial to Congress and to President Jefferson calls for action in response to the new British policy of searching and typically seizing ships carrying goods from the US to the ports of France and Spain, which were at war with the UK. France instituted a similar policy in retaliation, causing a general disruption of American commerce with the two great European powers and their allies. The tensions created between the US and the UK ultimately led to the War of 1812.
